The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are issued from various governments. Immense energy is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from across the border, a capability enabled by up-to-date information. From observation points, military aircraft that had been deployed to intercept incoming guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, probably provided by Western nations. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes grim resignation: possibly the approaching threat won't hit its mark this time, protecting urban areas from devastation and further power outages.

Persistent Threats

Not long after, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that regional partners are demonstrably unable to substitute in the short term.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, no doubt, endure.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a assumption well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is impossible to compel Moscow to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from believing that the status quo will not evolve additionally in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.

Present Conditions

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
